CRRA Board of Directors — Open Session, October 13, 2026

Full video (2 hr 16 min) with captions, plus a searchable transcript. Evening meeting, 6:00 PM at the water tower. The $59 tenant registration fee waived for short-term tenants (long-term tenants still pay) by a vote on a Board statement, after three STR-owner directors were told they could not vote and left the meeting; a former president's public comment on how the fee removal was arranged; a new streamlined building-permit process and higher impact fees adopted; and a budget workshop set for October 23.

Decisions and what they require

How to read this section — and how it was made

This is my summary as an owner, not the Association's minutes, and it carries no official status. I produced it from CRRA's own Zoom recording using AI tools — machine transcription to turn the audio into text, and an AI assistant to help organize and draft what follows. I checked it against the recording passage by passage, but you should know how it was built before you rely on it.
#What the Board decidedWhat it requires nowVote
1 The $59 tenant registration fee is waived for short-term tenants. The Board approved a written “Statement from the Board of Directors Regarding the Short-Term Rental Fee,” read into the record by the Secretary. Its operative sentence: “In executive session during the September 8, 2026 meeting, this Board determined it would discontinue this fee.” As one director put it before the vote: “It says there's no longer a suspension. It's just gone.”
Statement read 1:16:21 · motion stated 1:28:38 · vote 1:29:50 – 1:31:08
Management: move STR owners to registering their own tenants “over the next few weeks.”
Board: the statement concedes a “significant revenue shortfall” and says it “will be addressed by the Board in the coming months.” Nothing replaces the fee.
Unchanged: the $59 fee to register a long-term tenant continues — so a tenant on a lease still costs $59 to register and a weekend guest costs nothing.
Passed
Yes heard from Stonecipher, Starling and MacLaren; Godfrey abstained (“one abstention, the statement will pass”). Brown's and Padgett's votes are not audible. Jackson, Anthony and DeVries excluded — see below.
2 Streamlined new-house permit process and higher construction impact fees. On the Architectural Review Committee's recommendation, the Board adopted changes to Article 10 of the Rules under the emergency process in Article 7 §1, approved the committee's recommended increase in construction impact fees, and repealed the conflicting building-permit process in the Administrative Policy Manual. Graham Anthony asked whether the new fees had been benchmarked against neighboring communities; the answer was that there had not been time, and the committee would survey and come back. The new schedule: new house up to 1,400 sq ft $1,200 → $2,000 (+67%); 1,400–2,000 sq ft $1,650 → $2,500 (+52%); over 2,000 sq ft $1,950 → $3,000 (+54%); garage $100 → $1,000 (+900%); carport or RV roof-over $100 → $500 (+400%); variance $250 → $1,000 (+300%); new $150 application fee “to have people have a little skin in the game” (0:54:59). Compare the standard applied to the tenancy fee eleven minutes later: same night, two rulebooks.
Presented 0:56:24 · motion 1:12:44 · adopted 1:15:12
ARC / Management: run the new online application process shown at the meeting.
ARC: survey impact fees in comparable communities and report back.

3 Board workshop on the budget, October 23 at 9:00 AM. After an extended exchange between the Treasurer and the president over the 2026–27 budget — whether the assessment figures Access was given matched what the Board voted, whether the books are “contrary to GAAP,” and the Treasurer's statement that “we're going broke” — the president moved and the Treasurer seconded a workshop to go through the budget line by line.

Board: meet in the conference room October 23, 9:00 AM. The chair said the workshop is “not going to be open to the public” and the Board “cannot make decisions” there (1:47:42). Unanimous
Voice vote — 1:51:43

How the STR-fee vote was taken. Before the vote the Secretary told the Board that the Association's attorney had advised, in an email sent “12 hours ago,” that any director who owns a short-term rental “cannot vote on this … they are to excuse themselves and leave the room or leave the Zoom” (1:17:33). Three directors identified themselves as STR owners and left under objection: Nick Jackson, who also chairs the STR Committee (“happy to disclose … I'll happily excuse myself from this vote” — 1:18:33); Graham Anthony (“I object to the commentary … I do want my objection noted on record” — 1:19:09); and Kurt DeVries (“I'm also going to basically parrot what Graham said” — 1:20:33). A motion to table the item to next month “where we can address this in a unified way” was made and then withdrawn (1:20:44, 1:21:16). The remaining directors voted. The recording does not state a tally. Three yes votes and one abstention are audible; two directors' votes are not. The Association's minutes should supply the count — a request to inspect the record of this vote is being prepared.

What the directors who voted said. Richard Stonecipher: the June suspension “was an extreme knee jerk reaction … the board failed the residents by doing that. The data should have been produced to make a decision, and it was not” (1:22:05) — and then voted yes to end the fee outright. Ross MacLaren: “the downright misinformation, I'll call it straight out lies that I was told why this was brought in … in 2021. It was done illegally and therefore my vote is yes” (1:30:29). Leah Godfrey abstained: “there are some things that I don't agree with” (1:30:56). A director not identified on the recording, from the floor earlier: 466 short-term rentals “making money,” roughly 2,700 residents who are not; “First of all, I voted against the suspension when it happened” (1:22:57, 1:25:30). Correction, October 22: an earlier version of this page attributed these remarks to Mike Padgett. He was seated August 25, 2026 and did not vote on June 9; the speaker is one of the directors who did. The June 9 vote was 6–1.

Raised, but no vote taken

• 0:10:07 — Public comment, Tom Kenney (former Board president), on agenda item 9. He read from a text message he says Director Nick Jackson sent him unsolicited on May 4, 2026, while Kenney was president: “Ross said you'd be on board with voting to remove the short-term rental fee” (0:10:58). Kenney: “before any public meeting … I was being advised how certain directors intended to vote on short-term rental fees … and what would occur if the short-term rental proposal failed” (0:12:32). He asked the Secretary whether any director had filed a written disclosure of an STR interest before the June 9 suspension vote. Answer: “No” (0:14:53). Kenney: proceeding “without addressing the disclosure issue, creates the appearance of inconsistent governance.” No director responded on the record.
• 0:37:16 — the STR Committee's charter requires its chair to be a short-term renter and its members are STR owners; the Board was told it must either change the charter or accept that. Not resolved.
• 1:31:20 — after the vote, from the chair: “if we're registering people … we should be charging a fee for that. It's not going to be a hundred thousand dollars.” No motion.

Reported to the Board

• 0:27:29 — Called to order 6:30 PM after owner comments. Roll call: Jackson, MacLaren, Stonecipher, Brown, Padgett, Godfrey present in the room; Anthony on Zoom; DeVries listed as excused at the roll call but speaking on Zoom by the STR item; Starling present by the vote. Quorum declared.
• 1:36:13 — Treasurer and president on the budget: the original budget was submitted with an assessment of “1,400 and some odd dollars” against the current $1,080; the Board cut the increase to 10% “on the fly on the spreadsheets” but what reached Access may not have matched; the Treasurer says the books have been wrong “from 2022.” Led to Decision 3.
• 1:55:09 — Treasurer: the auditors were “uninvited from even reviewing our financial statements” in 2024 and the Association has had to go back to the last audit to correct statements from 2022 forward.
• 2:16:05 — Next meeting: Saturday, November 14, 9:00 AM (the Board is alternating Saturday morning and Tuesday evening meetings). Adjourned about 8:16 PM.
